Advocacy for Climate Action
We are committed to promoting a green economy as a key driver of our net-zero goals. By advocating for climate action and the policies needed to enable decarbonization, we emphasize that policy changes are critical to creating a more sustainable built environment, from our operations to our products. Aligned with the Paris Agreement, we collaborate to accelerate climate action worldwide.

Through our advocacy, we drive a green economy by supporting policies and actions that advance decarbonization and foster a sustainable built environment.
Circular Economy
Given the cement industry’s traditional reliance on natural resource extraction, we have a unique opportunity to contribute to a circular economy. We advocate for construction, demolition and excavation materials (CDEM) management regulations that encourage material reuse and energy recovery through co-processing. By adopting these principles in cement production, we reduce our CO₂ footprint, contribute to landfill reduction, and decrease the consumption of fossil fuels and raw materials.
Sustainable Products
We advocate for the widespread use of sustainable products with reduced clinker-factor as these generate fewer emissions without compromising performance. Given existing regulatory limitations on clinker-factor reduction, this decarbonization lever remains largely untapped. For this reason, we urge regulators to update policies and standards that promote their use, while accelerating the reduction of global CO₂ emissions and driving a more sustainable built environment.
Clean Electricity
Cement production is an energy-intensive process traditionally reliant on carbon-based energy sources that generate high levels of emissions. This is why we advocate for policies that advance the energy transition and decarbonize electric grids. We also seek investments in grid capacity, financial incentives and funding to enhance clean energy generation, usage, and storage, as well as alternative energy sources and technologies to electrify industrial processes.
Carbon Pricing
Carbon pricing tools such as emissions trading systems, or cap-and-trade schemes, incentivize innovation and carbon reduction while helping industries meet climate targets, generate revenue from decarbonization efforts and reinvest carbon credits into new technologies. We urge regulators to prioritize these market-based tools, as their widespread adoption is critical to achieve substantial global CO₂ reductions and advance climate action.
R&D Funding
We advocate for increased government and multilateral funding for research and development to accelerate the creation and implementation of Carbon Capture, Utilization, and Storage (CCUS) technologies, along with other decarbonization solutions. These investments are critical to scaling up innovative technologies that will play a key role in reducing global carbon emissions and driving the transition to a low-carbon economy, ultimately helping to meet international climate targets.

Cemex signed the Business Ambition for a 1.5°C commitment led by the We Mean Business Coalition.
Cemex joined the United Nations Climate Change campaign “Race to Zero” to rally leadership, support, and mobilization of net-zero commitments.
Cemex is one of 35 founding members of this World Economic Forum coalition where members have committed to zero emissions by 2030 in 30% of their heavy-duty on-highway transport purchase.
Founding member of the CFO Coalition for the SDGs, aimed at attracting more capital to SDGs.
Cemex participates in the Corporate Leaders Group Europe (CLG), convened by the University of Cambridge Institute for Sustainability Leadership, and the Green Growth Partnership.
Cemex's CEO, Jaime Muguiro, plays an active role in the Global Cement and Concrete Association (GCCA), which brings together global leaders from the cement and concrete industry. In June 2025, he participated in the GCCA CEO Gathering & Leaders Conference in Mexico City, where discussions focused on advancing circular cities and sustainable urban development.
Part of the senior advisory group of the European Cement Association (Cembureau), lending its technical expertise and advocacy to help share the industry’s views on issues and policy development.
Cemex serves in numerous leadership positions for the Portland Cement Association, the premier policy, research, education, and market intelligence organization serving United States’ cement manufacturers.
Member of the National Chamber of Cement (CANACEM) in Mexico and collaborates with industry peers to advocate and contribute to the sustainable development of the cement industry in the country.
Signatory to the UN Global Compact since 2004. We support collaborative efforts to accelerate sustainability progress: CFO Coalition for SDGs, Just Transition Think Lab, Transformational Governance, UN Guiding Principles on Business & Human Rights, Women’s Empowerment Principles and Target Gender Equality.
FICEM, the Latin American Cement Federation (Federación Interamericana del Cemento), represents the interests of the cement industry in Latin America and the Caribbean. We contribute to advocacy efforts, provide technical support, and engage in sustainability initiatives on behalf of the organization and our industry.
Cemex serves in various working groups within the World Economic Forum and is a founding member of the First Movers Coalition, where it is addressing pressing global challenges.
Cemex is a founding member company of the TED Future Forum, an initiative of the TED Countdown focused on accelerating solutions to the climate crisis.
Joining the World Green Building Council (WorldGBC) and the U.S. Green Building Council (USGBC) aligns with Cemex’s commitment to sustainability, innovation, and responsible business practices, while also providing opportunities for collaboration, advocacy, and market recognition in the green building sector.
